Government of Upper Franconia | Address & Forms

The Government of Upper Franconia is the central authority of the Free State of Bavaria for the administrative district of Upper Franconia and consolidates numerous administrative tasks at one location in Bayreuth. Those looking for address, organizational chart, contacts, forms, or specialist responsibilities will find here an authority that offers decisions from a single source, thereby supporting citizens, businesses, and municipalities alike. The location is not only an administrative center but also a historically significant part of the Bayreuth city center with a distinctive building complex between the town church, residence, and Friedrichstraße. Particularly interesting is that the authority is very broadly positioned in terms of expertise, covering areas from security and social issues to schools and the environment, as well as pharmacy, agriculture, and trade supervision. This mix makes the Government of Upper Franconia relevant for many inquiries: from the address in Bayreuth to the organizational chart and specialized topics such as Central Foreigners Authority, Department 41, or Apostille. Address, Opening Hours, and Directions to the Government of Upper Franconia

The official address of the Government of Upper Franconia is Ludwigstraße 20, 95444 Bayreuth. Additionally, there is the mailing address P.O. Box 11 01 65, 95420 Bayreuth, as well as the central phone number 0921/604-0 and the email address poststelle@reg-ofr.bayern.de. For on-site visits, the authority specifies fixed times: Monday to Thursday from 08:00 to 12:00 and from 13:00 to 15:30, Friday from 08:00 to 12:00 and by appointment. This information is important for anyone who wants to submit documents in person, attend an appointment, or visit a contact directly. The main entrance is located at Ludwigstraße 20. ([regierung.oberfranken.bayern.de](https://www.regierung.oberfranken.bayern.de/service/hilfe/impressum/index.html))

Travel directions are also clearly described. From the main train station, visitors can reach the central office using city bus lines 3, 5, 8, and 9 to the ZOH and then take line 14 to Sternplatz; from there, it is about 200 meters on foot. Those arriving by car can find the travel sketch in the authority's site plan. For people with limited mobility, there is barrier-free access through the gate located on the left side of the main entrance. Barrier-free elevators are located in the high-rise and Kanzleistraße sections, and barrier-free toilets are available in the high-rise on the ground floor and in Kanzleistraße on the second floor. If needed, a parking space in the courtyard will be assigned for visitors with cars. Assistance dogs are welcome in the buildings. Organizational Chart and Contacts: How the Authority is Structured

The Government of Upper Franconia sees itself as a competence center and service provider for the region. On the career page, the authority describes itself as a central authority with the task of providing administration from a single source. Organizationally, it is divided into six major areas: Security, Municipal and Social Affairs; Economy, State Development, Homeland and Transport; Planning and Construction; Schools; Environment, Health, and Consumer Protection; as well as Nutrition and Agriculture. Additionally, the Trade Supervisory Office is also connected to the government. The organizational page also shows administrative control, administrative management, and the individual departments with their respective responsibilities. This makes it clear that the government is not only a point of contact for classic authority contacts but also for many specialized questions. ([regierung.oberfranken.bayern.de](https://www.regierung.oberfranken.bayern.de/ueber_uns/organisation/index.html))

For practical purposes, the organizational chart is particularly helpful because it significantly simplifies the search for the right contact person. For example, those with questions about security and order, municipal law, social issues, or refugee accommodation will find the responsibility in area 1. For economy, price control, transport, spatial planning, or mining authority, the path leads to area 2. Area 3 is important for structural engineering, energy and operational technology, road construction, planning approval, and urban development. Area 4 covers school-related topics, area 5 includes environment, health, pharmacy, and consumer protection, and area 6 focuses on agriculture and nutrition. The website provides specific contacts for each area; this makes the Government of Upper Franconia particularly relevant for inquiries about organizational charts, contacts, and responsibilities. ([regierung.oberfranken.bayern.de](https://www.regierung.oberfranken.bayern.de/ueber_uns/organisation/index.html))

Forms, Online Procedures, and Apostille

Those looking for forms from the Government of Upper Franconia will land on a central overview page that consolidates all forms, information sheets, and online procedures. The authority explains there that the online procedures are designed as form assistants and allow for transmission without media disruption. The services are sorted alphabetically as well as by their respective service descriptions. For users, this is practical because they not only find the right form but also directly access information about responsibilities, requirements, deadlines, and further notes. Especially in more complex administrative processes, this structure is helpful as it simplifies the entry point and efficiently combines inquiries such as forms, applications, online, and contacts. ([regierung.oberfranken.bayern.de](https://www.regierung.oberfranken.bayern.de/service/formulare_merkblaetter/index.html))

A particularly sought-after service is the certification of documents, namely legalization and apostille. The Government of Upper Franconia carries out the necessary certifications for Upper Franconian documents from the area of internal administration for use abroad. Written applications are expressly preferred; personal appearances are only possible by appointment. On the apostille page, the authority also points out that processing times of three to four weeks should currently be expected. For the professional background, it is important to note: The apostille is, according to the Hague Convention, the simplified form of authenticity certificate for states that have signed the agreement, while legalization may be relevant for other states. This combination of form service, legal classification, and clear processing practice makes the topic relevant for many users. ([regierung.oberfranken.bayern.de](https://www.regierung.oberfranken.bayern.de/service/beglaubigung_legalisation_apostille/index.html))

Central Foreigners Authority, Trade Supervisory Office, and Pharmacy

The Central Foreigners Authority is an important part of the Government of Upper Franconia and covers a particularly sensitive area of responsibility. According to the jurisdiction regulation, this primarily includes the timely determination and securing of the identity of foreigners, return counseling and return promotion, the operation of exit facilities, and the enforcement of measures to terminate residence. The authority names offices in Bamberg and Bayreuth for this purpose. Bamberg is responsible for asylum seekers in the AEO as well as in the city and district of Bamberg, while Bayreuth is responsible for individuals accommodated in Upper Franconia outside the AEO and outside the city and district of Bamberg. Therefore, those looking for Central Foreigners Authority, Bamberg, or contacts will find a clearly structured and regionally differentiated responsibility here. ([regierung.oberfranken.bayern.de](https://www.regierung.oberfranken.bayern.de/aufgaben/192162/192164/gebaeude/178948/index.html))

The Trade Supervisory Office is directly attached to the government and takes on tasks of Bavarian trade supervision. The authority lists its focal points as occupational safety, health protection of employees, consumer protection for non-food products, and the protection of the environment and third parties from hazards posed by technical facilities, hazardous substances, and dangerous goods transport. Numerous online procedures are available on the service and form pages, such as those related to working hours, asbestos-containing materials, construction sites, or facilities requiring supervision. Pharmacy is also a significant area of expertise: Department 53.2 supervises pharmaceuticals and is responsible for Upper Franconia, Lower Franconia, Middle Franconia, and the Upper Palatinate. This includes manufacturers, importers, pharmaceutical wholesalers, active substance dealers, clinical trials, customs inquiries, and many other areas. This clarifies why inquiries such as Trade Supervisory Office, Pharmacy, or medical products appear at the Government of Upper Franconia. ([regierung.oberfranken.bayern.de](https://www.regierung.oberfranken.bayern.de/presse/pressemitteilungen/2025/pm010/index.html))

Schools, Training, and Job Offers

In the area of schools, the Government of Upper Franconia takes on central professional and legal tasks for primary and secondary schools, special schools, and vocational schools in Upper Franconia. Area 4 deals with class formation, personnel supply, training and further education of teachers, all-day care, quality assurance, personnel management, and school law. It also implements educational policy guidelines from the State Ministry for Education and Culture in the administrative district. Particularly important for many inquiries is Department 41 - Special Schools. It is responsible for the organization of public special schools and schools for the sick, for approvals of private special schools, for teacher needs, personnel deployment, teacher examinations, special educational questions, and other school law tasks. The contacts are located in the service building Glasenappweg 1 in Bayreuth. ([regierung.oberfranken.bayern.de](https://www.regierung.oberfranken.bayern.de/aufgaben/192180/gebaeude/47019/index.html))

The authority is also well positioned in the area of training and careers. On the career page, the Government of Upper Franconia emphasizes its role as an employer and refers to training, study, and profession. The state public administration of Bavaria offers around 2,000 training and study places in the second and third qualification levels in the non-technical area, along with a training allowance of around 1,500 euros gross per month. For recruitment processes, the government uses the job portal JOBquick; applications should preferably be submitted electronically. Additionally, there is a dedicated training program in the state construction administration, where young talents are trained annually for the second, third, and fourth qualification levels in the construction and environmental administrative service. Therefore, those looking for job offers, training, or dual entry will find a clearly structured career page with current selection processes and contacts at the Government of Upper Franconia. Buildings, History, and Special Rooms in Bayreuth

The building of the Government of Upper Franconia is itself a piece of Bayreuth's history. The authority is located in a presidential building and government building that has developed in the historical context of the city center. Between the town church, Old Castle, New Castle, and Friedrichstraße, the complex occupies a central place in the former residence city and significantly shapes the cityscape. Architectural highlights include the District Administrator's Hall, the reception room, and the office of the Government President. These three rooms were already showcased in 1904 before their installation in Bayreuth at the World Exhibition in St. Louis and highlighted as evidence of German craftsmanship. The entire complex has grown over the centuries with the tasks of the government and today encompasses a main usable area of around 7,251 square meters. ([regierung.oberfranken.bayern.de](https://www.regierung.oberfranken.bayern.de/ueber_uns/gebaeude_regierung/index.html))

The government also presents its historic rooms as part of tours and under the label Government and Art. The building page lists other noteworthy areas, including facade, staircase, Markgrafenbrunnen, meeting rooms, library, high-rise, as well as the President's garden and city wall. This shows: The Government of Upper Franconia is not only an administrative place but also a building with an identity-forming effect for the city of Bayreuth. Those interested in Art Nouveau, historicism, and the development of public buildings will find here a remarkable ensemble that connects administration, representation, and history. For regional perception, this mix is important as it explains why the authority is associated in inquiries not only with services but also with architecture, culture, and monument protection. I had contact with the health department today and I'm absolutely thrilled. At every point, I was assisted by extremely friendly, helpful, and competent staff – and I reached my goal very quickly because of that. Thank you for the great service – keep it up!

Submitted guest school application on 29.3.23, after emails that went unanswered in early August! Personally reached the lady. Received the rejection in mid-August. Immediately filed an objection, but no new decision by the start of the school year. Apparently, there's always only one person responsible for something, no replacement during vacation, illness, or lack of motivation.😡

Hey, listen! Why are you cutting down the beautiful forests around the Thuringian Sea!? There's a huge construction site there, hopefully for a good and useful purpose! As long as the traffic lights work!
